Message to Premier and Minister Murray

Dear Premier Wynne and Minister Murray,

Thank you for your leadership on the issue of carbon pricing and climate change as shown by your commitment to join our province to the cap and trade system of the Western Climate Initiative. I understand that the details of the cap and trade, including sectors to be included; allocation of permits; and exemptions, are currently being developed. I also understand that several industries or their representatives are lobbying to get free allocations or to be exempt. 

Having broad and effective coverage is essential to the effectiveness of the cap and trade system, to reach the province's goals for emissions reductions and to be a leader in the fight against climate change. Studies have shown that concerns on industrial competitiveness are “largely unfounded (C. D. Howe Institute, 2009),” or may be limited to a few sectors (Sustainable Prosperity, 2013; shown in PriceCarbonNow’s infographic at http://goo.gl/BDQS95).

I urge you to develop a broad and effective cap and trade system that has few exemptions, loopholes or free allocations with the goal of achieving or surpassing the province’s emissions reduction targets. And, to invest the revenues from auction of permits in ways that will ensure equitability.
