    • Emissions and allowances limit set

    • Allowances distributed or auctioned

    • All or some of the revenues used for government programs, if allowances auctioned

  • Cap and Dividend

    • Caps and allowances same as regular cap and trade

    • All of the Auction revenues distributed to households in the form of regular dividends
